Elected by the Public Belt Railroad Commission (previously Louisiana Sugar Exchange) on December 19, 2002, to fill the unexpired term of Commissioner William F. Rellstab.  Mr. Baldwin resigned from the Commission on February 22, 2005, due to a business conflict, and was re-elected by the Commission on May 24, 2007, to serve a term to expire on October 18, 2012.  He will preside as President Pro Tempore of the Public Belt Railroad Commission until March 2011.
